Provides an all-volunteer, open admissions shelter for the City of Hoopeston. Any animal control issues should be reported to the non-emergency number of the Hoopeston Police Department. The shelter works with adopters and no-kill partners to achieve the goal of never having to euthanize. Funds gained from fundraising and donations go entirely to food and medicate for the animals.

A city agency tasked with the strategic organization of the management process used to protect critical assets and the citizens of the City of Hoopeston from hazardous risks that can cause disasters or catastrophic events and to ensure the continuance of operations of city government.
Nixle Alerting System:
Provides immediate severe weather and tornado warnings, severe storm watches and advisories, such as heavy snow, icy conditions, wind chill, and more. Weather information is sent as a test message directly to a cellphone.
50/50 Sidewalk Program:
Program is for property owners within the city limits who wish to replace a deteriorated sidewalk located around their property. The City of Hoopeston would be responsible for tearing out the old sidewalk. The Council approved bidding contractor will complete the construction of the sidewalk and handicap ramps where required. The property owner pays for 1/2 the cost per square foot to install a new sidewalk and handicap ramps; the city will match the amount and pay the remaining 1/2 of the cost. The property owner's portion must be paid before work can begin.
