- Birth certificates may only be released to a parent listed on the birth certificate or a legal guardian able to present court documentation of their guardian status. - Death certificates may only be released to relatives of the deceased or a non-relative who can prove a financial or property interest in the deceased, such as a beneficiary of a life insurance policy.
