Provides vouchers for accessible telephones to Illinois residents who are Hard of Hearing, Late Deafened, Deaf, Deaf-Blind or Speech-Disabled. Illinois Relay program allows TTY users to call people who use standard phones. A person using a standard phone may also call a TTY user through relay.
